The lips are the boundary that separates the human from the outside world. When someone speaks, it's coming from a place that is internal. Once he speaks it out, it becomes out there in the world therefore it effects the people around them. We shouldn't be able to speak praises to Hashem. We shouldn't be able to have the honor of learning Hashem's torah. So in the beginning of our prayer we say to hashem "open our lips" saying open our limitations as a human, so we can sing your praises.
